NO LOWER BERTH ALLOTED OUT OF 44 BERTHS AVAILABLE

Yesterday I have booked a 2A ticket HOWRAH TO PHAPHUND journey (PNR No. 6703743364). I lost two times booking money because of not a single lower berth allotted to me out of 44 available berths. I am surprised to know that there is no lower berth available out of 44 berths in 2A of Kalka Mail.
Matter is very serious whenever I used to book ticket even for senior senior citizen, no lower berth has been alloted. The matrix could not be understood when there is sufficient number of vacancy is there why a single berth cannot be alloted.
Can any body describe the allotment pattern clearly.

IRCTC-Online Booking - No use

Can some one do something so that this message reaches to the appropriate authorities for taking action by them so that the system can change to make IRCTC a customer friendly website... rather that a broker friendly website

It reall seems that it is meant only for the conveniance of BROKERS not for Public and Authorities are sleepling on this instead of taking action...
