No clarity about negative marks

Sir,

I have attend the TNPSC combined engineering services exam on 02-mar-2013. There is no details about negative marks in the notification pdf. In the question booklet front page(Instructions) it's mentioned "Answer all questions" but in the OMR sheet(Instructions) it's mentioned there is negative mark (-1) for each wrong answer. I attended only those q's for which i know almost correct answer. Even in my exam hall everyone did the same but in internet blogs some people are saying there is no negative marks in TNPSC exam. How they can evaluate the paper like this?
