wrong debit after declining payment

I purchased some items in Spencers, Bangalore on 20.03.2012. I gave my SBI ATM Debit Card for payment. The counter staff swiped the Card and informed me that payment declined inspite of balance available in my S.B.A/c with SBI. Luckily I had another ATM Debit Card and made payment through other card. It is so disgraceful to note that payment declined despite balance available in my S.B.A/C with SBI, Perambur Branch, Chennai. On 03.03.2012 again I was subjected to similar experience with one step ahead of my previous experience. I purchased ready made items at Saravana Stores for Rs.436.00 and gave my SBI ATM Debit Card for payment. The counter staff swiped my debit card and informed my that payment declined without any rhymes or reasons. I gave my other ATM Debit Card and payment of Rs.436.00 has been approved and amount debited in my Account with other Bank. After a weeks time I casually took mini statement in one of the ATM centre and I was shocked to note that an amount of Rs.436.00 has been debited to my S.B.A/c with SBI on 03.03.2012 even after displaying Payment declined. Then I approached Saravana Stores to enquire whether any payment received from SBI towards purchase made by me for Rs.436.00 on 03.03.2012. I was informed that Saravana Stores have not received any payment and agreed to favour me with letter to substantiate that payment was declined on swiping SBI ATM Debit card. After couple of days I received copy of letter addressed to Saravana Stores by HDFC Bank in confirmation of Payment declined. I have handed over my complaint letter to SBI, Perambut Branch on 19.03.2012 along with copy of SBI Mini statement showing debit of Rs.436/- on 03.03.2012, my HDFC Bank statement showing debit of Rs.436.00 on 03.03.2012, xerox copy of Letter received by Saravana Stores from HDFC Bank. It is ironical to note that amount debited to my account even after declining payment when card was swiped. I want to know the reason to decline payment when adequate balance available in my S.B.A/c with SBI. Hope you will address my concern at the earliest and expect that I will not be subjected to such unpleasant experience at the time of making payment against merchandise.
