without req of dive in voice trying to activate

I did not request the dive in voice. but I am getting the message like
"Hi your request could be processed due to insufficient balance in your account".

Why the request are done automatically without having the client request. Please deactivate / unsubscribe it

Then I can use of my number otherwise i will stops the tata docomo .My mobile number is 7845600671.

And I already requested about the caller tune. That is resolved on the last month. That is also without request automatically activated
